Aquiring Land and building a building

We are looking for a piece of property to build a 4 story build in Diamond, IL which consist of retail space and lobby on the 1st floor, the jedi clash foundation and a work-live apt for  the owner on the 2nd floor and low income apts on the 3rd and 4th floors. And all income from the retain space and residental apt  would go into the foundation
